I think the simplest way is to buy the key directly from your VW dealer, they will order it from the Chassis Number and match it to the immobilisor. Messing around with used/eBay key fobs is risky as there are cross brand restrictions etc.
I do however think that the eBay key cutters are quite good, I've used them for my fathers older Fabia a while ago.
