Fuzzy rear bumper

Just had my car cleaned and noticed that the rear bumper paint work seems to be a hazey/fuzzy. Does it just need a buff or has it been resprayed poorly?

If it's been smart repaired it may be where the smart person have tried to blend the old and new paint together. We see it a lot at work and there isn't really an easy way to sort it. Only really visible in direct light yeah?
