Anyone know what part this is and why it's leaking oil? Is there a gasket behind it?

It might be the cam chain/ adjustor cover... not 100% sure. Is it under the fuel pump?

Vacuum pump, got a new seal for mine when it was leaking but others choose to replace the entire unit

That's a vacuum pump, they are known to leak. You can either buy a replacement or try a new gasket, I think I have heard about the mixed results of just replacing the gasket.
