Rusty paint chip come scab

So, I can't afford to respray the roof at the moment so any advice on how to make as good as poss the chip/scab?
It's not a good pic but wanted to give an idea of scale next to a 5p coin. It's a small but fiddly area to try and sand, would a dremmel like tool be the way to go?
Once sanded back then what primers etc do I use?
A mate has said putty but haven't a clue what he's on about!!

I'm not an expert, so this is only based on what I have read as I have a similar issue...
Mask off the area you're working in.
Wet sand the rust patch and surrounding area.
Fill scab with touch up paint. You might have to add in layers to fill the 'hole'.
Ensure paint is fully hardened before sanding. Eg. Leave a few days.
Wet sand again with something like 2000 grit wet n dry then refine with 3000.
Then restore the paint using compound polishes / pads. Youmay be able to do it by hand if you dont have a polisher / da / rotary.
Start with polishes like meguiars 105 to remove the haze from sanding and then 205 to bring back the shine.
Finish off with sealant and wax to protect.

I'm going to use the above process on some large chips on my car. Just waiting until I've got a decent amount of time so I don't have to rush.

Just wondered if i should use a primer or something before doing the touch up paint layers?

Ive watched a few videos and they don't use primer, but their chips aren't rusty, they just build the paint layers up.
It also depends on the paint you're using, some touch up kits come ready mixed other come with primer / paint / laquer.

When I eventually get round to it, I'll post up. I don't think the finish will ever be 100%, if you want 100%, a re spray or smart repair is the way to go.
Bu the main aim is to prevent the spread of rust and hopefully a 70 - 80% finish.

Cheers, as mine is pretty rusty I'd feel happier to put some sort of primer down once I got rid of the rust.
