Lumpy in low gears and occasion lack in power

Can anyone offer some advice. When driving at lower speeds you can subtly feel that the car either resists the throttle or gives too much and this is occasionally accompanied with a lack in boost if I put my foot down. This problem is far less noticable at high speed. Also if I change gear from 4th to 2nd, after the initial drop in revs there seems to be a secondary engine response as though it's figuring the appropriate air/fuel mix. The car idles just fine -  PCV and DV been replaced fairly recently ..... Any words of wisdom.
