Starter and Lacquer

I've had to do some touching up and the bloody clear coat (spray can) splattered !! Tried rubbing with w/dry 1200 but worried about how far to go......should I try a good compound rather than wet/dry?

Also, what do you pro's recommend as a good start kit?
