Headlight washing system

Up until recently my headlight washer jets have activated every so often when I've cleaned the windscreen but now they don't seem to bother? When we had the big freeze recently I noticed that the washer jets had not fully retracted into the bumper and they felt solid when I was looking at it so I presumed they had froze in that position or something due to the -8 degrees temp. When I returned to the car the following evening they had gone back to there normal position but since then I haven't seen them activate?
 Do they stop working if the washer fluid is becoming low or its too cold or are they just kaput? Anyone had similar problems maybe?

I think they do stop operating if the washer fluid is low, but not 100% sure on that. 

But if you have tried using them when it's been really cold and they've not been able to operate because they are frozen stuck, it may have blown a fuse.  Try fitting a new fuse and see if that helps.

I've seen a couple of cars recently that have a relay fault on the headlight washers.
