Caliper piston dust seal

Does the piston have to be removed from the caliper to get the dust seal to seat correctly? Or can it be persuaded into place with the piston still in place

the way I did it is pop the piston out then put the dust seal on the piston push it to the bottom, then tuck the dust seal in the caliper and push the piston back in if that makes sense

Gti caliper? Should be able to do it with the piston in place.
