VW Golf MK5 was hesitant/shunting at low speed.

Hi

A couple of days ago my  VW Golf MK5 was hesitant/shunting at low speed in 2nd, 3rd and 4th gears but fine once the speed picked up although now it all seems to be fine, could this just be bad fuel or does it sound like diverter valve?  :thinking:
