Bottom line is this:
If you want a slightly quicker car than stock, theoretically without extra cost, go Stage 1 and stick.
If you want more than Stage 1 - RELIABLY - you need to get your wallet out. There's no cheap way of pushing the limits. Sure, there are 'Stage 2' cars out there apparently making 20-30bhp bigger peak numbers than Stage 1, but I guarantee you - they're pushing things.
Stage 2 (in terms of how it's sold to us) is a bit of a con, to me anyway. It's all FLOW FLOW FLOW. But flow is f*ck all if you're having to tame the fuel.
TFSIs struggle for fuel above Stage 1 - in terms of a car that actually drives nicely. Sort the fuel before you worry about flow.
