They won't cycle the ABS unless you tell them to. On my last brake service I told them to do that and also the clutch. Black nasty sh*t came out of both apparently.
After reading a thread on this before saying exactly that I asked Volkswagen and they said as standard they have to cycle the ABS.
He could have just been spoofing to give me peace of mind.

Quite right. It was mandatory to do that on my old Corrado VR6 as well, so I can't see that changing on the newer cars tbh since the technology is the same. Some dealers are just lazy or ignorant. Cutting corners R us.
Brake fluid absorbs water, and that water tends to corrode some parts of the hydraulic circuit that don't see much action - i.e the pump pistons. People who flush it out every 2 years are far less likely to experience problems though.
