Never had an issue when mine was retrofit and it's been 3 years.
Mine has always been in off position unless in use.
Was it an OEM or aftermarket stalk?
Have you tried the basic flicking it on and off about 20 times and jiggling it?
If this fails and you can't reset code then it could mean you need a new stalk. Since the control module is there already then you could get an aliexpress special for maybe €20
