2009 MK5 Jetta 2.0TDI Cruise Control Problems

Hey guys, I've a little problem that I've been facing for a while in my MK5 Jetta.

Basically cruise control only properly works in third gear. It sometimes works in fourth but usually cuts off after a few seconds. In fifth gear, it works sometimes; I mostly have to keep pressing the cruise control button many times and it'll eventually work, but otherwise it usually cuts out. It almost always doesn't work in sixth but sometimes the light will come on for a second then go off.

I've had my phone mounted on the dashboard with OBDEleven live data for the cruise control switch displayed, and it seems to detect the button presses with no problem, so I'm pretty sure it's not a problem with the switch. The car however just doesn't seem to want to actually engage cruise control.

The car has never been remapped and comes with cruise control from stock.
