Golf mk5 1.9 this ABS pump programing.

I have got a 2008 VW Golf 1.9TDI I have fitted a new abs pump 1k0614517bj 1K0907379an . I have copied the coding from the old pump vcds accepts it but I can not get it to stick. Brakes have been bled but pedals goes to floor. Any help would be appreciated thanks.
