Just did a stage 2+ to my GTI, what do you think?

Is it DSG?
You will get a boost spike after a gear change. That's normal.
It's a tiny turbo. That is a typical K03 plot.

It's manual
The chiptuner said that his stage 2+ is 1.6 and 1.1 at revlimit but my turbo can't handle it, it just goes down, maybe the wastegate is defective?

OK, that confirms the spike then as manuals do spike more than DSG due to the bigger rev drop between gears.
ECU remaps may command certain boost levels, ignition advance and fuel pressures but at the end of the day, hardware faults and/or the ECU's component protection routines may not allow the requests to be achieved.
If you're not achieving the target boost, check the hardware. Boost leaks, leaking dump valves, worn out or loose wastegate penny valve, incorrect wastegate tension, worn turbo, worn VVT, worn or broken engine (weak compression), incorrectly timed engine, clutch slip....the list goes on.
Software suppliers will always give you a blanket "It's your hardware" response to any kind of complaint I'm afraid, so it's time to verify that before going back to them.
