Yeah he's adding an ED30 tax for sure.
My advice:
Take VCDS or some kind of OBD scanner with you. If they won't let you scan it, walk away.
Also have a very careful gander underneath to make sure the pinch welds and other areas of the floor aren't buckled. Have a good sniff around the bumper and body panel shut lines, front chassis legs for straightness and the rear floor for ripples.
It's easy to get excited by a clean exterior and overlook signs of neglect/abuse
