If it's that bad, I'd suggest using a blowtorch or welders gun on the stuck bolt before using the scaffold pole and breaker bar. I've had the same before and that method worked for me. The garage don't recommend it normally as it can warp the wheel or damage the brake lines through the hear generated but it sounds as if you don't have much to lose.
