Brake Pedal - Servo Vacuum Leak?

In any car I have driven in the past when you shut off the engine you can depress the brake pedal about three times before you completely loose the vacuum / servo assistance and the brake pedal feels rock hard.  I have noticed over the last couple of weeks that my brake pedal goes rock hard after switching the engine off and leaving it a couple of minutes without 'pumping' the pedal at all.  Is this normal and just something I haven't noticed before - after two years of ownership I hope I'd have been a bit more observant!

If its not normal is there any chance it could be PCV related?  I have noticed a faint smell of fuel in the cabin a couple of times now and once heard a hissing noise from that area after switching the engine off and have read its a symptom of the PCV valve failing.  No idle or starting issues though ...
