how these parts are removed?

I am going to removed these parts? Because these parts is noise on the road. Could you help me?

They are the clips that retain the seats in their position. If you remove them, you will not having anything keeping the seats in place. Very dangerous, unless you remove the seats completely.

I will remove the parts and make noise insulation reassemble parts.

Why would those be making noise though? Is something broken on them?
