Looks like a bit of HDR... but it appears fairly heavily edited so i doubt its a 2 click jobbie!

As Rich said it's a HDR shot (High Dynamic Range).

Quite simply involves taken several exposures in quick sucession, going from under exposure (to keep highlight detail) through normal exposure, right through to 1 or 2 stops over exposure (to bring details in the shadows). Then using either PS or a very popular piece of software called Photomatix.
