Not sure which part you are referring to here, do you mean the metal 'bumper' that sits behind the plastic one? I can't believe anyone would ever do such a thing, as they usually have 'crush cans' attached to them which are designed to crumple and absorb impacts, removing these is as good as suicide if you ever have a crash, and as said your insurance would be completely voided.

I work in a car factory and build car bodies, so I know about the structural integrity of them.
