Complete and utter moron. He should be banned from going out in public and that should mean he can't collect benefits either. Moreover, that skull looks ridiculous. If you're gonna get a skull tattooed, make sure it's done by somebody who knows what it should look like under the skin. At the moment, it looks like someone's grafittied as a moustached and beard on his face!
