Can somebody tell/show me what a Votex Bumper is?

Been on here for over a year and I still don't know what this Votex bumper is?

Is it made by VW?

I feel an idiot for asking but it just seems to be one of those things that everybody knows about but me :chicken:

Votex do a few different versions for the GTI but the most popular on here is the lower front splitter that SteveP has just fitted to his new toy!  :happy2:

i bought the vortex splitter of Dan a few weeks ago brand new..its awaiting to get pained,here is a pic with it fitted (not my car)
