Passenger seat trouble

when you lift the latch to lean the seat forward so someone can get in the back, the base of the seat doesnt move forward unless someone uses the lever under the seat.
any ideas how to remedy?

I think mine does this! Iv found if i lean the back rest of the seat more forwards, towards the base and hold the latch upwards, it slides back!
Not sure if this is how VW meant it to be?!

The seat should tilt forward and Glide. Mine has stopped working and posted on the following for help:-
