Brake Caliper Rust? Help?

Anybody seen this before? What is it and why did the last owner not love his car as much as i do!?!!? And most importantly what can i do about it?

But wont it just happen again? I want to know the best way to remove the sh*t underneath so it doesnt happen again :(

remove a bit more paint to expose a clean area, rub it down with a wire brush then paint it, problem solved.
