It also depends on the size of the room.
No point putting floor standers in a small room with a poor floor.
Some stand mount/wall mount i.e. PMC DB1i are absolutely superb and would really rival some equally priced floor standers in the right environment but I suspect they will be out of your price range.
Have you thought about wall mounting them?
Also you won't really solve the 'bass loss' as I find shelf mounting tends to make them boomy. What will happen is you will make them sound how they are supposed to sound and I suspect you will lose some bass as stands/mounts tend to seperate the speakers from poor floors/shelves (spikes on bottom of stands).
Try it but I like I said you could end up going the other way to what you think.
Alternatively, what I would do in your situation, wall/stand mount and find a good quality cheap subwoofer on the 'bay.
What I am trying to say is your suggestion will improve sound quality but not neccesarily the bass response.
