Video making/editing software

Looking for something to make up simple but professional looking videos, I have windows live movie maker but its not the best.

Any suggestions?

Windows/Mac? Free/Budget?

Guessing windows but confirmation would be good, are you wanting something with a basica timeline where you can add effects?

Windows, willing to pay for something decent and easy to get used to.

Moviemaker is ok, but effects look very basic and cant seem to get to grips with many of its functions
