At 4 year and below 60k miles rarely needs to be changed so best to check it.
Simple reason that dealers say it must be changed at 60k miles is because they get paid for changing it. They don't get paid for inspecting it at a service. They'll also tell you that VW have changed the interval with a TSB (Technical Service Bulletin) but when asked to produce this they never seem to be able to.
