Stock GTI airbox

Looking for help. Noticed the airbox on my car has a largish vent underneath it. It's on the lower part of where the airbox connects to the front grille! My Q is should there be a vent there or is something missing? I put some heat insulation tape there to stop any heat soak but since then car seems less responsive. Not sure if I'm imagining this or the vent should be there to collect cold air from the fog light vents (or lack of it).

The upper bit of the airbox was missing when I first got my car, the bit which connects to the grille. I replaced this & it fell off again so then replaced it with heat insulation tape.

Thanks for that. I assume the upper part of the box should be covered tho?
