Vw lackstift touch up pencil

Anyone know how to use it. There a red thing you pull out from the top with steel wires on.

Then on the bottle there is a paint brush. Whats the red thing with the wires for?

Thats the touch up kit I bought when I got my car. The brush on the red bit is to rub off any rust on exposed metal before you paint it. Sometimes you don't spot a chip straight away and it starts to corrode before you can treat it. Has been useful to me in the past!
