Symptoms of stuck closed thermostat

I kept getting a fault code recent basically telling me to changt the engine coolant temperature sensor on the radiotor housing, Once change the sensor now the fault comes as signal too high as opposed to signal too low before the change, My mechanic checked it out and says it may be the thermostat stuck open, the fans are running extra fast for no reason at all,
The coolant temperature stays bang on at 90 degrees with no movement, Anyone have any idea what it can be?
How would the car run if the thermo was stuck closed?
