PCV airflow

Should air be getting sucked in from the small hole at the top of the PCV when the car is running?
If not, does this indicate a failed PCV?

The pcv is sealed unit and only recirculates intake and boost pressure from internally. It shouldnt suck or vent air to the atmosphere. Have you replaced it recently?

Its never been replaced.
The car is an Ed30 with 47k. Im tyring to find out where a high pitched air squeal is coming from and when looking found the dome on the PCV to be drawing air in quite bad...Im not sure why the dome has a moulded outlet on it?
Ive plugged the hole up for now but the car is still making the high pitced air noise, but i cant locate where its coming from?
When i switch the car off the noise appears for about 2-3 seconds as if its releasing air pressure from somewhere?
