To confirm it is asbestos you need to take a sample to a recognised lab. To be safe just spray it with a PVA water mix, this will stop any loose fibres from escaping. When I was in the asbestos removal business( about 15 yrs ago) as long as the bits weren't broken or damaged you could take them to any council skip, not sure if its the same now. If you want to move it and "dispose" of it yourself I'd advise using the PVA mix and using an auri nasal fibre mask (nose and mouth). When I was doing it ,an auri nasal mask and a positive pressure full face mask had the same level of protection,according to the HSE.
