I would leave the actuator alone, at least until all options have been explored. Look for any traces of oil on around the large pipes which leave the turbo, go thorough the intercooler and into the throttle body, also check the DV again if no leaks are found.

i would see if you can get a boost leak test done. As Sy's says there there are lots of possible locations but i would start with your dv seeing as you only recently changed it i would check it was properly seated
