You could print out all your communications with him and from the other forums saying what a crook he is and take it to your local police station, they will review it and speak to others who have been had by him and the CPS will decide weather to bring a case to court. The charge would more than likely be 'conspiracy to defraud' if the police etc could be bothered that is... He sounds like he has been getting away for it far too long!
