It's an amazingly technical bit of road once you know it enough to go fast, a real test of all aspects of a car's handling - but as for scenic, no. I think it's entered into some kind of Stelvio/Transfagarasan/Col De Turini mythology, which it doesn't deserve. Good if you're in the area, not something I'd travel to especially. If you've got a day, then do something like this...
