Tapered wheel bolts??

Can anyone tell me what the difference in these is?

It says they are Tuner bolts? Whats that?

Is it like they are all locking wheel bolts with one key? Or will i still need 16 and a set of locking bolts?

I just went to the Wolfrace site, typed in DN15 (which is apparently central Scun thorpe) and 3 wheel shops came up.
