Boost and timing well explained... what about fuel

I read the Revo SPS advance setup guide and the boost and timing sections were pretty much covered. The fuel section just mentions that if not a guru in AFR it's better to leave it to 9. I currently run B7T4F9 and I was wondering what the 9 in fueling means...

9 is the leanest value.

And at stage 1, that's normally all the hpfp can achieve...
