Full boost but no power

As aBove my car is boosting to 21 psi but the car doesn't seem to go anywhere. Iv done a boost leak test and all fine. No cels lit up either. Any thoughts.

No revo. What it was is I stuffed my last engine so fitted cdl. Lump. Been running on stock settings for a a while as didn't have sps. Got an sps loaded some higher settings on such as b7 t4 f9 for now. Boost increased on boost gauge but car isn't any quicker, doesn't even break traction in second. When you go wot u just hear the turbo spooling and exhaust screaming like I'm shifting but it just feels sluggish. All noise and no go. I need to get it scanned but just thought to see if anyone else has had a similar issue.
  I thought maybe the tb isn't  operating properly or it isn't getting enough fuel.

Does VCDS say your achieving full boost or just requesting it?  mbar to psi conversion.

Haven't had it scanned yet I'm just going of my boost gauge reading

Unplugged map sensor and was same. Plugged map sensor back now fine. Got all my power back. Weird one. Maybe doing that reset something.
