Changing my rear pads out, only managed to do the one side, as the nearside wheel bolts are so tight they weren't budging with the breaker bar

Addmittedly I didn't give it everything in fear of snapping a bolt.
So what next>? I've tried some heat / penetrating oil over night / tightening slightly (although they are so tight, they weren't tightening) then un tightening / shocking them off with a hammer.
Could get expensive... so if the garage can't do them, is it a case of snapping them and replacing the hub? Any suggestions?
