Where are you located as a forum member with a vcds cable may be closeby and able to assist.

get a scann, do the basic setting, but it could be needing replaced...
If it's not broke, Mod it.....

I'm in clevedon. Not far from bristol but the car isn't really drivable as is.

Ask the closest member in that list to you if he would be willing to come out to you with his vcds cable for a few beer tokens.

No tb to align on a TDI chaps
Throttle flap could be stuck shut though so just check its not locked closed (it's the thing you think is a TB!)
Pop the boost pipe off the inlet manifold and move the flap, Do this with the engine off though or you might be Franky four fingers after!!
if it is the flap thats stuck shut try unpluging it, it will run fine you'll just get a mil
If its not that then you might have an air leak etc

Could be overboost causing LM if you've got a boost leak, Should only do that in high load low rpm conditions though
If you've got access to a code reader see if you've got an overboost fault?
Check all the vac hoses too, you might have a vac leak so the VNT's not responding as fast as the ecu would like

If you've got no boost leaks & the turbo's good, check the egr's not jamming open you'll have very poor bottom end power and lots of smoke if it is

Have a look at the diagram on this thread and confirm the two part numbers you removed (as I'm find the issue confusing).

There's a common problem with the diesel antishudder valve - can be purchased from Euro parts a lot cheaper than TPS!

no fault codes stored..

I think the egr is slightly open as when I replaced the flap spring and top it didn't feel like it sealed properly.
Is there a way of blocking it closed?

You'll have to make a blank off to temp block it
