Whether you get a penalty or not may depend on a number of factors and particularly the type of mask and whether it can be deemed to be interfering with your driving with due care and attention.

Then there is the consideration about whether the mask is deemed as likely to adversely effect other road users.

Your attitude towards any Police who stop you will also strongly influence what happens, and quite rightly so. The fact that you refer to them as "Rozzers" doesn't bode well.

wear a burka, seems absoloutly fine for some of our asian friends to do so when driving and shopping, even though when a kid goes anywhere near a shop to buy some sweets with his hood up he gets thrown out.  Wear what you like and when you get pulled say its your relegion haha, (dont actually do that)

So why would you want to wear a halloween mask while driving?

....Most masks of the halloween type reduce vision, whereas a burka usually doesn't.

An awful lot of people who’ve never even had a conversation with a woman who wears the veil feel fully entitled to assume their views on the subject and consequently misrepresent them.

Unfortunately because a few scumbags shoplift and wear their hoodies up to conceal their identity, shopkeepers feel obliged to react. A kid has the choice to put his/her hood down when going into anywhere indoors.

Some idiots wear hoodies while driving and that restricts their peripheral vision.

I have my hood up when driving most of the time and it does not effect my peripheral vision at all.

.
So why would you want to wear a halloween mask while driving?

It's fun?

So long as it does not effect your ability to see then I can't see how it would be illegal.

Many, many decades ago when I was a teenager and first going around in cars, I remember putting a mask on the back of my head and driving with my head out of the car window in an effort to make other drivers think that I wasn't looking where I was driving.

What a hooligan! I guess that if hoodies were trendy back then, I would have worn my hoodie up while driving too. Sunglass shades at night anyone?
