Getting myself all confused....

I have an early GTI with a DSG box but only a standard steering wheel, no DSG paddle things and not multifuncion.

Can I retro fit and program up a DSG Paddle MFSW?

Dealers say not possible (but they would) and can't work it out on the other posts.

Yes it's possible as the paddles came as a factory option on your year model car.

Don't know what the cost would be though...
Without traction power is nothing!

You'd probably get away with getting the steering wheel with paddles and buttons, the looms for the buttons (pretty cheap) and a bit of vcds and you'll be rockin. I could be wrong though. If so you'd need a new steering wheel control unit
