Whilst that is possibly one of the shortest answers possible, the issue I think is that although new users need 10 posts to use the PM system and 25 posts to list an item for sale, there's nothing listed in any rules I can see which would explain why someone with less than 10 posts cannot post in the for sale section and reply to an advert.

Perhaps an oversight on my part for not finding it, or Admin for not making the rule visible enough, or perhaps the user permissions for the section are not as they should be.

The rules say you need 25 posts to list an item for sale in that section. I did look and there's no mention at all of needing 25 posts to reply to a topic.

Yes, 10 posts needed to access/activate PM system. This is not a lot of posts, and can be achieved by posting a few helpful/inquisitive/complimentary posts in the build threads, general area, etc.
