I think the best halogen bulb in the market atm is the Philips X-treme Vision +130% H7 (3700K and 1650 lumens). It's expensive though.

I got a pair of OSRAM Night Breaker Unlimited for my Flash To Pass halogen bulbs because they're almost as good (3600K and 1500 lumens) but 2/3 of the Philips's price.
