Seat belt warning

Hi there my friends mk2 Leon seat belt warning light not coming in on the dash or making any moises. Any ideas what it could be?

 - could be disabled on the clusters
 - Seat occupancy wire disconnected
 - not heavy enough for the seat to pick up weight
