Scuttle panel rubber strip

I went to top up the screen wash and found this rubber strip had almost completely come away. I've refitted it, but is there anything I can do to stop it coming off again? Does it need replacing?

Are the 2 foam pads either side not holding it in place?
Check they're in the right way or warped!

Couple small blobs clear silicon will hold it in place nicely mate and still easily removed if needed

The foam pads either side are still there. The rubber strip has always come slightly loose around 6-9 inches from the driver's side foam pad.
