Very brief how to fix lacquer peal?

A friend of mine owns this end of its life Volvo worth no more than €500.

For this reason he doesn't want to spend a cent on it but the lacquer peal is driving him mad so he's contemplating buying a new car.

I know lacquer peal can be fixed but when it's this bad over about 30% of the car is there anything you can do with an hour long polish on the das6?

As in, would it be worth my time bringin my polisher up from home to give it a go (after the usual stripping, cleaning claying etc.)

wasting your time even trying to polish laquer has came off! its repair paint and re-laquer

Thanks lads, pretty much what I figured. It's just for a friend here, I was hoping a quick once over would make an improvement.....
