Squealing/screeching from Wheel

So for the past few months, there has been a squealing / screeching noise coming from my front driver side wheel. It's gradually gotten louder and now I can hear it over the radio. It only happens when I am turning the wheels are turned to the right. Doesn't matter how much they're turned, even a slight turn will cause the noise. However, the noise stops when I am braking. A local mechanic told me it didn't sound like the bearings, and said that my brake dust shield had rusted and bits of rust were scraping against the brake disc, causing the noise. I replaced the shield, and got new brake pads, but the noise is still there.

Any ideas what this could be?
