Title: Gen 3 steering rack coding

I'm just wondering what diagnostic software people have used to do this, is it only possible on vag com and the dealer stuff? Or can it be done with snap-on or autel?

I think dealers have to do it.  VCDS / VAG-COM can only read data, it can't upload it.
